The proposed building provides 46 apartments for affordable rent as part of the first phase of the Winstanley and York Rd Estate regeneration.
The site forms part of the western edge of the Winstanley Estate. The proposal is for a ‘pavilion’ building rising from six storeys (on the south and west elevations) to eight. The building completes the Plough Road frontage of the Winstanley Estate, utilising an underused area of open space and forming a new western gateway to the estate. Dwellings are organised around a central core and have been arranged so that outlook, aspect and views have been optimised, whilst ensuring privacy. Single aspect flats are avoided as far as possible and there are no flats with single aspects facing north. The ground floor accommodates areas of plant, including a substation which will also future Grant Road buildings, as well as cycle parking and refuse storage.
The design makes reference to elements of the existing Winstanley Estate buildings with the design of metal panels and balustrades taking inspiration from existing concrete plinth murals by William Mitchell and Associates.
The wider Winstanley and York Road Estate masterplan, designed collaboratively by HTA Design LLP, Henley Halebrown, Figure/Ground Architects and Farrer Huxley aims to deliver over 2300 new homes, with a range of community facilities and improvements to the public realm.
